It occurred to me that the reference-station phase information necessary for RTK GPS could be made available to consumer equipment by including it on a subcarrier of FM radio or TV broadcasts (noting that the former is already used to disseminate traffic data for route planning), or maybe even over the cell phone networks. Some Googling turned up reports of a successful experiment along these lines in Japan (using a television transmitter). One article suggested that a full implementation was due to be rolled out there, but I haven’t heard of such a thing actually being done, or of any attempt to do such a thing anywhere else in the world either.
